Investigators said victims were directed to specific people claiming to provide legal representation. Authorities reported that several victims paid thousands of dollars for legal services they allegedly never received.
Detectives determined that Candice Eddins, 41, was allegedly responsible for coordinating the scheme. Investigators said Eddins allegedly worked with another individual inside the Shelby County jail who was later identified as Derrick Thomas, 41.
Authorities said the pair allegedly misrepresented themselves as legal professionals while arranging payment from victims seeking legal help.
Eddins was arrested Thursday, March 12, and charged with impersonating a licensed professional and theft of property between $2,500 and $10,000, according to the sheriff’s office.

“The young lady that signed it used an address that is not related to her registration, so on a technicality, he was one signature short,” said Javier Bailey, Hardaway’s legal advisor.
In a statement, Representative Hardaway said, “My team and I are pursuing all administrative, legislative and judicial options. I will be running for House District 93 to continue representing the best interests of my constituents.”
“We are currently working on a plan to challenge or appeal that ruling. Simultaneously though, we are preparing to engage and undergo a robust write-in campaign in case we’re not successful,” Bailey said. “If it goes all the way through November, then the County Commission would have to appoint the person to represent the district.”
No other candidates filed a petition to run for the seat in either party.
“Representative Hardaway had no challengers because he had represented that district for 20 years, and he’s done really well in doing so,” Bailey said.
